ACC Launches New Competency Framework to Boost Staff Integrity and Performance

The Anti-Corruption Commission (ACC) has officially launched a comprehensive framework aimed at strengthening the professional and ethical competencies of its employees, marking a major step forward in the institution’s ongoing efforts to enhance integrity, accountability, and effectiveness.
The new Professional Competency Framework was unveiled today during a special ceremony held at the Commission's headquarters. The event was graced by Dr. Mahmood Shaugy, Chancellor of the Maldives National University, who formally inaugurated the framework.
This initiative is designed to ensure that ACC employees are well-equipped—both ethically and professionally—to meet the Commission’s constitutional and legal mandates. It defines the core skills, values, and behaviors expected of staff across all levels and serves as a strategic guide for employee development and performance.
A Roadmap for Excellence
Speaking at the event, Dr. Shaugy commended the Commission for taking a structured and forward-thinking approach to capacity-building. “This framework is more than a set of guidelines—it’s a roadmap for fostering a results-driven, ethical, and capable workforce,” he noted.
The framework is built around three key pillars:
- General Competency: The foundational skills and values all staff should possess, including integrity, communication, and teamwork.
- Technical Competency: Specialized knowledge and professional expertise required to perform specific job functions within the Commission.
- Managerial Competency: Leadership capabilities, decision-making skills, and strategic thinking required of those in supervisory and management roles.
Each competency area is defined across three levels—Basic (Level 1), Intermediate (Level 2), and Advanced (Level 3)—to reflect the varying responsibilities of staff based on their roles and seniority.
Building a Capable and Results-Oriented Workforce
According to the ACC, the primary aim of the framework is to:
- Clearly identify the skills and attributes required for each role,
- Highlight areas for improvement and training,
- Guide the Commission’s learning and development initiatives, and
- Foster a performance-oriented culture grounded in accountability and ethical standards.
In a statement, the ACC emphasized that the framework represents a long-term commitment to professional excellence. “By defining what competencies are required and how they can be developed, this framework will help us build a stronger, more capable institution—one that delivers meaningful results in the fight against corruption,” the Commission stated.
