Island Connectivity Set to Expand: Studies Begin for RTL Services in Five More Atolls

A major step forward in expanding public transportation across the Maldives is underway, as the Ministry of Transport and Civil Aviation has announced that studies for launching Raajje Transport Link (RTL) ferry services in five more atolls will begin this month.
The upcoming studies will focus on establishing RTL services in the atolls that make up Zone 4 of the national ferry network: Meemu (M), Faafu (F), Dhaalu (Dh), Thaa (Th), and Laamu (L).
This move comes following a consultative meeting between the Ministry and representatives from the Japan International Cooperation Agency (JICA), who are supporting the studies as part of their ongoing cooperation with the Maldivian government. According to the Ministry, JICA has outlined baseline surveys scheduled for September and October, along with a clear timeline to guide the planning and implementation of services in these atolls.
The RTL project — a flagship initiative to connect the scattered islands of the Maldives — is being carried out in partnership with Maldives Transport and Contracting Company (MTCC), which operates the service. MTCC confirmed that 56 new vessels are needed to support the next phase of expansion, and construction for these ferries is already underway. Notably, India has contributed a generous grant of MVR 100 million to support ferry construction.
Currently, RTL services are available in 11 atolls. Once Zone 4 is covered, only four atolls will remain without RTL services — marking a significant milestone in the government’s goal of nationwide connectivity.
The most recent RTL launch took place in Baa Atoll in July, fulfilling a key pledge by President Dr. Mohamed Muizzu to improve island-to-island mobility and access to essential services.
As the Maldives continues its journey toward stronger, more inclusive transport infrastructure, the upcoming studies reflect the government’s commitment to bridging communities and boosting local economies through reliable, affordable, and accessible public transport.
