This designation was made in Canada’s 'National Cyber Threat Assessment 2025-2026,' which claims that India is actively enhancing its cyber capabilities to support espionage and counter-terrorism efforts, thereby posing a threat to Canadian national security.

India’s Ministry of External Affairs (MEA) responded swiftly, with spokesperson Randhir Jaiswal stating that these allegations are baseless and reflect a broader strategy by Canada to malign India's international standing. "As on other occasions, these allegations are made without a shred of evidence," Jaiswal asserted during a press conference in New Delhi. He further accused Canadian officials of openly admitting their intent to manipulate global opinion against India.

The Canadian report alleges that Indian state-sponsored cyber threat actors are involved in espionage against Canadian networks, claiming that India's cyber activities are influenced by its aspirations for global power status. "Countries that aspire to become new centers of power within the global system, such as India, are building cyber programs that present varying levels of threat to Canada," the report states.

Adding fuel to the fire, India has raised serious concerns over the treatment of its diplomatic staff in Canada. Reports indicate that Indian diplomats have been subjected to round-the-clock surveillance and intimidation, actions that the Indian government describes as a "flagrant violation of relevant diplomatic and consular conventions." The MEA has formally protested these activities, emphasizing that such harassment exacerbates an already tense situation.

Jaiswal emphasized that the surveillance of Indian officials and the interception of their communications are unacceptable, noting that these actions contradict Canada’s professed commitment to a "rules-based" international order. "Our diplomatic and consular persons are already functioning in an environment of extremism and violence. This action of the Canadian government aggravates the situation and is incompatible with established diplomatic norms and practices," he said.
