A high-level Russian delegation, including Foreign Minister Sergei Lavrov and Kremlin aide Yuri Ushakov, arrived in Riyadh on Monday for talks with U.S. officials, marking a crucial diplomatic effort to improve strained relations between Moscow and Washington. The discussions are also expected to focus on the ongoing conflict in Ukraine and potential pathways to peace.

The Rossiya 24 news channel broadcast footage of the Russian officials disembarking in the Saudi capital, where they were met by local diplomats. "The main thing is to begin a real normalization of relations between us and Washington," Ushakov told reporters upon arrival, signaling Russia’s willingness to engage in dialogue with the U.S.

U.S. Seeks Peace Framework, Ukraine Remains Skeptical

The U.S. delegation, led by Secretary of State Marco Rubio, National Security Adviser Mike Waltz, and Middle East envoy Steve Witkoff, aims to explore possible diplomatic solutions to the nearly three-year-long war in Ukraine. Sources suggest that the U.S. is assessing Russia’s commitment to ending the conflict while also considering broader geopolitical security concerns.

However, the exclusion of Ukraine from these negotiations has sparked concern in Kyiv. Ukrainian President Volodymyr Zelenskyy has strongly opposed any deal made without Ukraine’s direct involvement, stating that Kyiv would disregard any agreement reached in its absence. Zelenskyy emphasized the need for European allies to be included in the discussions, reinforcing that Ukraine’s sovereignty and security should not be compromised.

European Leaders Express Concerns

Several European leaders have also voiced their unease regarding these talks. British Prime Minister Keir Starmer stressed that a U.S. security guarantee is essential for any lasting peace agreement between Ukraine and Russia. Meanwhile, German Chancellor Olaf Scholz remarked that any discussions regarding potential peacekeeping forces were premature, urging caution in making long-term security commitments.

Saudi Arabia’s Role in Mediation

Saudi Arabia’s role as the host for these negotiations underscores its growing influence as a diplomatic mediator. The kingdom has previously facilitated discussions between Russia and Ukraine, as well as other geopolitical rivals, and seeks to position itself as a key player in global peace efforts.

While expectations remain tempered, the outcome of these talks could significantly influence the trajectory of the Ukraine conflict and reshape international relations between Russia and the West. Further updates are expected as negotiations continue in Riyadh.
