A United Nations investigation has accused Israel of deliberately attacking health facilities and medical personnel in Gaza, alleging that these actions amount to war crimes and crimes against humanity. The inquiry, led by former UN High Commissioner for Human Rights Navi Pillay, claims Israel has been systematically targeting hospitals and ambulances as part of its ongoing military offensive in Gaza, which began following Hamas’ deadly cross-border attack on southern Israel on October 7, 2023.

In a statement released ahead of the full report, Pillay condemned Israel for “relentless and deliberate attacks on medical personnel and facilities” that have crippled Gaza’s healthcare system. The report is expected to be presented to the UN General Assembly later this month.

“Children, in particular, have borne the brunt of these attacks, suffering both directly and indirectly from the collapse of the health system,” Pillay said, highlighting the vulnerability of Gaza’s youngest population in the midst of the ongoing conflict.

Allegations of War Crimes and Crimes Against Humanity

The Commission of Inquiry (COI), tasked with collecting evidence of international crimes committed in Israel and the occupied Palestinian territories, alleges that Israel’s actions constitute war crimes and crimes against humanity, including the “extermination” of civilians. The COI cited numerous sources, including satellite imagery, interviews with witnesses, and submissions from victims.

Among the most egregious cases presented was the death of six-year-old Hind Rajab, who perished alongside her family after being denied medical assistance. Her tragic case, the inquiry claims, is just one of many instances of Israel targeting civilians by destroying Gaza’s healthcare infrastructure.

Israel’s Defense: Targeting Hamas

The Israeli government has repeatedly defended its strikes on hospitals and schools, arguing that these facilities are being used by Hamas and other Palestinian armed groups as command centers and shields for their operations. However, the COI has dismissed these explanations, emphasizing the devastating toll on civilians, particularly women and children.

In response to the accusations, Israeli officials have maintained that their military operations are aimed solely at dismantling Hamas' military capabilities and that they make efforts to minimize civilian casualties.

Broader Context of the Conflict

The UN inquiry comes amid escalating violence between Israel and Hamas. Following the October 7, 2023, Hamas-led attack on southern Israel, which left hundreds dead, Israel launched a large-scale military operation in Gaza. While both sides have been accused of committing war crimes, the inquiry’s latest findings primarily focus on Israel’s conduct, with particular emphasis on its attacks on civilian infrastructure.

The COI has urged Israel to cease its attacks on Gaza’s health facilities and provide unrestricted access to medical care for the region’s population
